Think of a BCF file as an extension to IFC for coordination workflows. It allows teams to communicate issues between software tools. When you identify a clash or any other problem, BCF allows you to communicate the important information to others. It combines the relevant objects with a camera position so that the problem can be easily found. It can also include descriptions to help others understand the exact nature of the problem, track comments, progress and responsibilities. Again the definitions of this data is standardised which means, provided your software has a plug in to read BCF formats (usually available for free) you can review clashes and coordination issues, respond to comments and send information back from within the software you use.
